Clearwater Probationary Firefighter Terminated After Arrest for Exposing Self to Teenage Girl

A probationary firefighter in Clearwater has been fired after allegedly following a high school student into a convenience store and exposing himself to her.

The firefighter, identified as Fisher Davis, 22, was arrested earlier today by the Pinellas Park Police department, where the incident occurred. He had been serving as a probationary firefighter since Aug. 2023.

According to Pinellas Park police, the arrest stems from a disturbing incident that occurred on March 6, 2024, at the 7-Eleven located at 9401 49th Street N. in Pinellas Park. Davis, police said in a statement, followed an 18-year-old female high school student into the business and, while in close proximity to her, lifted the leg of his shorts to expose his genitals.

Surveillance footage from the 7-Eleven captured the incident, showing Davis “persistently following the young woman, with his genitals continuously exposed, and seemingly waiting for her to see and acknowledge his lewd act,” the statement said.

Police released surveillance video of the incident, which is embedded above this story. Fisher’s mugshot has yet to be published. The footage shows a man following a woman into a store, with his pants pulled up and, presumably, his genitals exposed behind a pixelated image. He is then seen following her around the store, culminating in her departure while he shrugs his shoulders and makes a statement of some sort.

Davis was confronted by an employee of the 7-Elevent and he subsequently left the area in a vehicle.

Following an investigation by Pinellas Park Police detectives, Davis was identified and taken into custody earlier today. He has been charged with exposure of sexual organs.

“This is a disturbing allegation and not representative of the men and women of Clearwater Fire & Rescue,” said Clearwater Fire and Rescue Chief Scott Ehlers. “Since he is a probationary employee, Fisher Daivs is being terminated effective today.”
